Owner and Admin actions below use the production Account policy layer. The server remains authoritative for state transitions, role scope, revision conflicts and final-Owner protection.
Account invitation and activation are server-owned. Creating or accepting an invitation never creates Authority, a Directory Person, or an authenticated session.

Email and private-link invitations converge on the same one-time activation flow. The recipient claims their own username and chooses their own password.
